We are a uniquely blended team of professionals, each with their own path to service—firefighters, veterans, students, healthcare professionals, boat captains and divers, dispatchers, and more. Each brings a specialized skill set, and together, we form a highly adaptable, mission-ready force capable of responding to some of the most challenging conditions. Jake Stovall

Jake Stovall

Founder | Director

A proud Texas native and owner of DuraNails, Jake Stovall’s commitment to saving lives began early. At just 15 years old, he earned his lifeguard and first aid certifications, sparking a lifelong dedication to flood and swiftwater rescue. Since 2004, Jake has deployed to multiple hurricanes, responded to dozens of flood events, and the continual support of wildfire response efforts near his family home in Comanche, Texas—all experiences that have shaped his approach to emergency response and reinforced his love and dedication to serving communities in crisis.

Jake’s personal dedication to disaster response is rooted in both training and lived experience. His certifications exceed NFPA standards and include Flood and Swiftwater Technician Level 2, Boat Technician, ICS 100, ICS 200, ICS 2200, and Flood and Swiftwater Instructor. But it wasn’t just about the credentials—it was about building something bigger. In 2020, Jake partnered with Robbyn Jacobs to found GulfSAR, a mission-driven response team of over 50 elite FAST1 + FAST2 Specialists. Their roster includes K9 Handlers, Confined Space Specialists, EMTs, Paramedics, and Boat Operators—each hand-selected by Jake and Robbyn for their skill and commitment.

It is an honor to have the best volunteers in their field come together with a common purpose. From our planning, comms, and dispatch to our boat operators, rescue swimmers, and K9 specialists, each member entrusts their life to the others, knowing that a cohesive unit can mean the difference between life and death for evacuees.”

Co-Founder | Assistant Director

Robbyn Jacobs, a California native with deep family roots in Louisiana, is the Assistant Director and co-founder of GulfSAR. Her commitment to Search and Rescue began on April 19, 1995, when she answered the urgent call for First Responders at the Alfred P. Murrah Federal Building in Oklahoma City.

With 30 years of experience in rescue operations, Robbyn has played a vital role in wildfire and hurricane evacuations, drawing on the skills and connections she built as a 911 Dispatcher for Stanislaus County, a Madera County Volunteer Fire member, and as President of the Greater Clover Chamber of Commerce. Her involvement in hurricane Search & Rescue efforts intensified during Hurricane Katrina, marking a turning point that ultimately led her to dedicate herself fully to the field.

As natural disasters grew in frequency and intensity, so did Robbyn’s dedication—transforming her passion into a full-time mission during the 2020 Hurricane Season. In the fall of 2020, she partnered with Jake to establish the GulfSAR Team.

Ken Turner

Ken Turner

Board of Directors | Media + Law Enforcement Liason

Ken Turner has spent a lifetime in service to others—a commitment rooted in his early years as a Life Scout. Guided by the values of the Scout Oath and Law, Ken built a strong foundation in leadership, integrity, and preparedness that has carried through every chapter of his life.

He went on to serve 15 years as a Law Enforcement Officer, where he was trained in and served on the department’s rescue squad. His passion for mentorship and skill development led him back to Scouting as an adult leader, where he taught essential survival skills to youth and provided advanced leadership training to fellow adult volunteers.

Ken is also an FCC-licensed Amateur Radio Operator (Extra Class) and holds a GMRS license. As an ARRL Accredited Instructor/Mentor and ARRL Volunteer Examiner, he brings critical communications expertise to GulfSAR. His role behind the scenes is vital—supporting logistics, operations, and serving as the team’s liaison to law enforcement agencies.

A steady hand in high-pressure environments, Ken’s operational knowledge, technical skills, and deep commitment to community make him an indispensable part of the GulfSAR mission and a valued member of the Board of Directors.

Charles Teel

Charles Teel

Board of Directors | Cyber Security + Risk Management

Charles Teel is a cybersecurity expert, and seasoned disaster response professional with a longstanding commitment to community resilience. Since 2005, Charles has volunteered in nearly every major storm to impact Southeast Texas and Southwest Louisiana, including Hurricanes Rita, Ike, Harvey, Imelda, Laura, Delta, the 2021 Texas Freeze, and more.

Charles holds a Master’s degree from the Texas A&M George Bush School of Public Service & Administration, with a concentration in Homeland Security and Critical Infrastructure Protection. He is also a Fellow with The Institute of Strategic Risk Management, a NIST Cybersecurity Framework Practitioner, and a Registered Practitioner with the Cyber Accreditation Board.

In addition to his disaster response work, Charles brings over two decades of experience in software development and cybersecurity, having led international projects across the Americas, Europe, Asia, Africa, and Australia. He holds multiple FEMA ICS certifications, including 100, 200, 360, 523, 700, 800, and 2200, and plays a key role as a Board Member supporting GulfSAR’s digital infrastructure, risk management, and operational continuity.

Roger Bee

Roger Bee began his journey into hurricane rescue in a way that set him apart—by traveling over 1,500 miles in the summer of 2020, from his home in Pennsylvania to assist in the aftermath of Hurricane Laura in Lake Charles, Louisiana. Working side-by-side with what would soon become the GulfSAR leadership team, Roger formed lasting bonds forged through service and the shared purpose of helping those who can’t help themselves.

His passion for rescue work ignited during Hurricane Delta, when he was called upon to assist in active flood rescues as a Rescue Swimmer. Embracing the role, Roger trained extensively and earned his FAST1 Certification. Since then, he has deployed to nearly every major hurricane impacting the Gulf and East Coasts, consistently stepping up to serve communities in crisis.

Now residing in Colorado with his partner Yvonne, Roger continues to play a vital role on the GulfSAR Board of Directors, bringing relentless dedication, heart, and hands-on experience to the team’s lifesaving mission.

 

Brian Edwards

Swiftwater Rescue Team Leader | Dive Team | Rescue Airboat Instructor

Brian Edwards is a 40-year veteran of the rescue industry and brings an unmatched level of expertise to the GulfSAR team. Based in Ohio, Brian serves as a Team Leader and enters his third season with GulfSAR in 2025. He is also the Owner and Lead Instructor of Airboat Training Service of North America, LLC, a specialized company that provides advanced airboat operations training in search and rescue, swiftwater, flood, and ice rescue. His training programs serve government agencies, fire departments, and industry professionals across the globe.

Brian operates a highly specialized rescue airboat—designed and equipped far beyond the capabilities of a standard recreational vessel. Its unique build and functionality make it one of the most effective tools in GulfSAR’s fleet, especially in complex or hard-to-access environments.

Since joining the team, Brian has deployed to every major hurricane GulfSAR has responded to, consistently answering the call without hesitation. His tireless dedication to the mission, and to the team itself, reflects a level of commitment that sets the standard for others to follow.

During Hurricane Katrina, Brian was one of only ten airboat operators deployed to conduct hospital evacuations in downtown New Orleans. Over the course of three and a half days, his team moved more than 4,400 victims during daytime operations alone. On the fourth day, Brian’s airboat rescued another 400 people—single-handedly.

In 1999, Brian was named Firefighter of the Year for Ballville Township Volunteer Fire Department and was also recognized countywide for Sandusky County, Ohio. His depth of knowledge, calm leadership, and willingness to share hard-earned wisdom make him an invaluable asset to GulfSAR. The impact he has on younger team members is immeasurable, and his presence elevates the entire team.

Swiftwater Rescue Team Leader

Robert Holiday brings a calm, steady presence to the GulfSAR team, shaped by years of service, family values, and a deep connection to his home state of Florida. A former firefighter with nearly 15 years of experience, Robert felt a renewed call to action after Hurricane Ian struck Florida. With so many communities trapped by rising floodwaters, he knew it was time to put his training and knowledge to work in a new way—marking the beginning of his journey in water-based search and rescue.

Now serving as a Team Leader with GulfSAR, Robert’s intricate knowledge of Florida’s terrain, waterways, and backroads has proven invaluable as operations in the state have intensified over the past several hurricane seasons. His insight and quiet, steady leadership have helped guide the team in moments that demand both strategy and compassion.

In addition to his work with GulfSAR, Robert is a business owner, a dedicated family man, and an Assistant Scoutmaster for Troop 143 in Fruitland Park, Florida. A former Boy Scout himself, he remains active in mentoring the next generation, with all four of his sons having participated in the troop. Robert lives in Florida with his wife, Missy, and their boys.

Swiftwater Rescue Asst Team Leader | Dive Team | EMT

Growing up in the Midwest and spending much time along the gulf coast, Chris experienced many natural disasters, from severe flooding and tornadoes to devastating hurricanes. However, it was helping a friend find a missing family member in Ft. Meyers Beach during Hurricane Ian that ignited Chris‘ passion for search and rescue. Finding this person alive and helping her to safety inspired him to seek formal training in search, technical rescue, comms, and remote emergency medicine. In addition to his work with GulfSAR, Chris is a search and rescue volunteer with Will County in Illinois, an amateur radio technician, and an EMT student. He remains dedicated to training and staying ready to answer the call to aid the injured and save lives.

Swiftwater Rescue Team

Brandon Blankenship is a U.S. Army combat veteran, outdoorsman, and committed member of the GulfSAR team. A West Virginia native now living in Hernando County, Florida with his wife and daughter, Brandon served from 2002 to 2008 at Fort Hood, Texas, including two combat deployments to Iraq. After leaving active duty, he continued his service to others as an EMT, demonstrating the same level of care and composure in civilian emergencies as he did on the battlefield.

Brandon joined GulfSAR in 2023 and quickly became known for his grit, humility, and strong work ethic. In the spring of 2024, he completed Warrior Expeditions’ 3,800-mile Warrior Bike Program, cycling across 12 states from Washington, D.C. to Washington State—a journey that reflects his resilience and deep commitment to veteran recovery and community connection.

Brandon is an avid outdoorsman who enjoys hiking, kayaking, and giving back through hands-on service. His unique combination of military experience, medical training, passion for the outdoors and dedication to his community makes him a valuable asset to the GulfSAR team.

Joseph Crawford

Swiftwater Rescue Team

Joseph Crawford is a U.S. Air Force veteran and Systems Security Engineer who joined GulfSAR in 2023. His first deployment came during Hurricane Helene, a Category 4 storm, where he quickly proved himself as a calm and capable responder in the field. The experience reinforced his drive to serve in meaningful ways—so much so that he encouraged his brother Nate to join the team shortly after returning home.

Based in Florida, Joseph works as a contractor for the U.S. Air Force, specializing in System Security Engineering. He values the opportunity GulfSAR provides to step away from the screen and apply his skills in dynamic, real-world environments. His interest in disaster response is rooted in a long-standing desire to help people in their most difficult moments.

Adam Drobecker

Swiftwater Rescue Team | Dive Team

Adam Drobrecker is a quiet but steady presence on the GulfSAR team—quick to respond, calm in crisis, and already someone his teammates trust with their lives. Though a newer member, Adam has quickly distinguished himself as reliable, capable, and deeply committed to the mission. His natural instinct for leadership, paired with a thoughtful and unassuming demeanor, makes him an anchor in high-pressure situations.

A U.S. Army combat veteran and former firefighter, Adam has long been driven to help people in moments of real need. That same motivation led him to GulfSAR, where he saw the opportunity to apply his wide-ranging skills in service to communities facing crisis.

A lifelong learner, Adam’s training includes remote medicine, technical rescue, Swiftwater Rescue, mountaineering, HAZMAT response, and maritime operations. He is a certified Diving Medical Technician, SCUBA instructor, and holds a USCG Master Captain license.

Based in North Carolina, Adam spends his time between deployments traveling the world in search of shipwrecks and historical artifacts or exploring national parks. Whether underwater or on the ground, his pursuit of knowledge and service reflects a deep, enduring commitment to both the past and the present.

Colton Hackett

Swiftwater Rescue Team | Dive Team | K9 Team

Colton Hacket is a Mississippi native and serves as both a K9 Handler and Swiftwater Rescuer for GulfSAR. He joined the team in 2023 and quickly became a dependable and highly engaged responder. Colton and his long-term significant other (per our Asst Director, “girlfriend” just didn’t seem like a strong enough word for such a long-established relationship!) recently wed, and he and his wife currently live in George County, Mississippi.

Colton’s drive to serve others began early, shaped by watching his father’s career in law enforcement. That calling led him to join emergency services in 2015 as a volunteer firefighter. By 2018, he was serving as a reserve deputy and later moved into a part-time law enforcement role—all while continuing to build a diverse skillset in disaster response. His role with GulfSAR allows him to combine those K9 skills with his swiftwater training to assist in high-pressure, time-critical environments.

When he’s not responding to emergencies, Colton works as an Instrumentation & Electrical Technician at the Chevron oil refinery. Whether in his day job or on deployment, Colton brings consistency, focus, and a deep sense of purpose to every role he fills.

Adrian Jurado

Adrian Jurado joined GulfSAR at just 18 years old and was the youngest member of the team until this year (2025). Now 22, he has grown into a capable and committed first responder with multiple Category 4 hurricane deployments under his belt, including Hurricane Helene and Hurricane Milton. His presence on the team reflects not only his skillset, but his maturity, work ethic, and readiness to serve when called upon.

Adrian grew up across California, Texas, and South Carolina, shaped by a strong sense of purpose and inspired by his mother, Robbyn, whose work in disaster response left a lasting impression. He currently lives along the Northern California coast near the Redwoods, where he’s building his career as a Heavy Equipment Operator.

Though FAST1 certified, Adrian tends to prefer to serve as part of the Shore Team, where his attention to detail and steady presence play a vital role in every deployment. From equipment handling to victim support and shoreline coordination, his contributions are essential to the overall success and safety of each operation—demonstrating that impactful work happens both in and out of the water.

Off the clock, he enjoys working on his 2000 Corvette and taking cross-country road trips—but when disaster strikes, he shows up without hesitation. From youngest recruit to dependable responder, Adrian is a valued part of the GulfSAR mission and a strong example of how every role on the team matters.

Dusty Langlois

Dusty Langlois

K9 Team

Dusty Langlois is a Louisiana native whose heart for service is matched only by her relentless dedication to the mission. She lives with her family and two highly trained K9 partners—certified in both Live Find and Human Remains Detection (HRD)—and serves as a trusted member of the GulfSAR K9 Team.

Since joining the team, Dusty has worked tirelessly across a range of missions, bringing both skill and empathy to every deployment. From high-profile searches like the case of William Mollaison to the grueling aftermath of Hurricane Helene in Western North Carolina and Tennessee, Dusty has remained steadfast in her work—often in the most emotionally complex and physically demanding conditions. Her K9s have become invaluable assets in both active searches and sensitive recovery operations, helping bring closure to families in their darkest moments.

She also deployed during Hurricane Francine, reinforcing her commitment to show up wherever and whenever she’s needed. GulfSAR is proud and grateful to have Dusty Langlois on our team. 

Jarren Mahon

Swiftwater Rescue Team | Shore Team | Paramedic

Jarren Mahon is a Texas native based in the Beaumont area, where he lives with his fiancée. Calm, focused, and quick to act under pressure, Jarren proved himself to the GulfSAR team on day one—putting his paramedic training to immediate use during a live training operation. While he was originally referred by a member of the Board, Jarren quickly demonstrated that he had more than earned his place on the team. His professionalism, steady presence, and drive to serve speak for themselves.

Jarren began his career in emergency response in 2017 and officially joined EMS in 2022. During Hurricane Harvey, he supported evacuation efforts and later played a key role in managing a supply distribution center for those impacted by the storm. His experience spans a range of roles across the emergency response field, and he continues to pursue opportunities to grow his skill set and impact.

Jarren joined GulfSAR with a clear purpose: to help those in need when it matters most. His unwavering dedication to that mission makes him a valued part of the team—and someone teammates know they can count on in critical moments.

Scott Merriman

Originally from California and now a long-time resident of Idaho, Scott Merriman is the kind of person who never hesitates when someone is in need. He lives in Idaho with his wife, Holly, and their two daughters, where he owns and operates North Star Kitchen and Bath. Scott balances family life and business ownership with an unwavering commitment to service—no matter where the call comes from.

Scott’s journey with GulfSAR began in 2022, when he supported GulfSAR Team Members during the recovery efforts for Everett Jackson in Gem County, Idaho. That experience left a lasting impression and led him to formally join the team. Since then, he has deployed to every major hurricane GulfSAR has responded to, consistently answering the call with humility and heart. Since joining the team, Scott has also earned his EMT certification—further deepening his ability to support the team and the communities they serve.

When wildfires swept through Southern California in January of 2025, Scott immediately went to assist the affected communities—where he not only supported response operations, but also volunteered with Mercy Chefs, serving meals to fellow first responders. It was a full-circle moment, giving back to an organization that has fed GulfSAR teams on the front lines time and time again.

Scott’s character shines in quiet moments too—like when, as Hurricane Ian approached Louisiana, he simply said, “I need to go,” and left home for nearly two months to help complete strangers. His selflessness, reliability, and deeply rooted compassion make him a cornerstone of the GulfSAR team.

Jordan Nelson

After serving in the Army for 12 years, with deployments to both Iraq and Afghanistan, Jordan Nelson decided to join GulfSAR to put his military skillset to use saving people. Jordan’s previous Hurricane Search and Rescue work includes Hurricanes Matthew, Florence, Dorian, and Ian.

“I have been fortunate enough for God to place me in some pretty tough spots, in order to help save people, and I look forward to continuing this journey as it’s become the passion in my life.”

James "Pope" Popiol

James “Pope” Popiol is a Florida native currently living in Tennessee with his wife, where he now works in law enforcement. Recently married, Pope continues to build a life grounded in service—both professionally and as part of the GulfSAR team.

Growing up on the coast of South Florida, water was a constant part of Pope’s life. At 18, he joined the U.S. Army with a clear goal: to help people in times of need. During his service, he developed a wide range of skills, from first aid to rappelling and tactical operations. That mission-driven mindset carried into civilian life, where his path ultimately led him to GulfSAR.

When Hurricane Ian devastated his hometown, Pope didn’t hesitate—he volunteered to support rescue efforts and assist those affected by the storm. That moment deepened his connection to disaster response and affirmed his commitment to the work GulfSAR does.

Pope is an FCC-licensed Amateur Radio Operator and is continuously pursuing new certifications and training to enhance his role on the team. His steady presence, strong work ethic, and personal connection to GulfSAR’s mission make him a trusted and valuable team member.

Ben Troxel

Ben Troxel brings a rare blend of grit, heart, and humor to GulfSAR: a combat-tested Marine who somehow still makes everyone laugh even in the muddiest, most miserable conditions. A longtime Mississippi resident with roots in Kentucky and Maryland, Ben has joined GulfSAR in 2025 with a wealth of life experience and an unshakable sense of purpose.

He served 8 years in the U.S. Marine Corps in Light Armored Reconnaissance as a 0311, and is an Operation Enduring Freedom combat veteran. After his time in uniform, Ben continued to serve as a volunteer firefighter for 4 years, worked in local law enforcement and for Homeland Security. For the past two decades, he’s built a career in the commercial and charter fishing industry, bringing a deep familiarity with the water and a sharp instinct for weather, risk, and situational awareness.

But what truly makes Ben stand out isn’t just his resume, it’s his spirit. He’s lighthearted, quick to laugh, and makes hard days feel lighter. Yet when it’s time to get serious, Ben doesn’t flinch. He immediately recognizes when the mission calls for full focus, and when it does, he brings an unwavering intensity—true Marine grit. He will push himself to the edge and beyond if it means getting someone to safety.

A proud father of two boys, Ben leads with both strength and heart. He’s the teammate you want when it gets real—and the one who’ll remind you to smile when it’s over. GulfSAR is proud to have him on the team.

Miranda Windham

Board of Directors | Executive Administrator

Miranda Garner, a proud wife and mother of two, serves as a vital member of the GulfSAR leadership team, bringing heart, compassion, and an unshakable commitment to disaster response and recovery. Living in Mississippi, Miranda was drawn into hurricane relief work after witnessing firsthand the overwhelming devastation storms leave behind—and the countless families left with nothing in the aftermath.

She traveled to Lake Charles, Louisiana after Hurricane Laura, where she worked side-by-side with the other members of the now GulfSAR Leadership Team to distribute critical supplies like food, water, fuel, diapers, formula, tarps, ice, and cleaning products to storm victims. It was during this time that she forged powerful bonds with the team, united by the shared mission of helping those who had lost everything.

Having lived through the impact of Gulf Coast storms herself, Miranda knows what it means to be on the receiving end of disaster—and to feel forgotten. That experience fuels her drive to be the help she once needed. Today, she plays an integral role in GulfSAR’s logistics operations, ensuring that the team has access to essential resources when deployed.

AJ Martin

AJ Martin

Board of Directors | Community Outreach

AJ Martin has dedicated his life to serving others and proudly representing his home state of Texas—both at home and abroad. Based in Beaumont, Texas, AJ began his journey in public service as a high school lifeguard before enlisting in the U.S. Army. After transitioning to civilian life, he continued that path in emergency services, serving for over 26 years as a Critical Care/Remote Duty Paramedic and volunteer firefighter.

AJ has led Alpha Teams through some of the most devastating natural disasters in recent history, including deployments dating back to Hurricane Katrina in 2005. His deep field experience and steady leadership have made him a trusted logistics coordinator and on-site operations lead across multiple organizations. Whether coordinating resources or supporting boots-on-the-ground response, AJ thrives in complex, high-stakes environments.

He credits his wife and two sons for their unwavering support, allowing him to answer the call when communities are in crisis. AJ’s operational experience, calm leadership, and commitment to the mission make him a key part of the GulfSAR team and a valued member of the Board of Directors.

Swiftwater Rescue Team Leader | Paramedic

Another proud Texas native, James Seiffert joined GulfSAR with a heart for service and quickly grew into one of the team’s most respected and well-rounded members. What began in 2014 as a volunteer role with his local fire department has since evolved into a full-time career. James now serves as a professional firefighter and paramedic with one of the most prestigious fire departments in Texas.

His initial interest in flood and swiftwater rescue began during department training, where he enrolled in his first rescue course. After hearing firsthand accounts from the lead instructor of the FAST1 course—an active GulfSAR member—James felt compelled to join the team and serve on a broader scale.

Since joining GulfSAR, James has continued to push himself and others toward excellence. He earned his paramedic certification after joining the team and holds advanced credentials including FAST1, TEEX Swiftwater Rescue, ICS-100, ICS-200, ICS-700, ICS-800, ICS-2000, and ICS-2200. He’s deeply committed to continuing education, not just for his own development but for the benefit of the entire team.

James is a natural mentor, frequently stepping up to support newer members and share his knowledge. His leadership, professionalism, and relentless pursuit of growth make him an integral part of the GulfSAR mission—equal parts steady responder, mentor, and teammate.

Swiftwater Rescue Asst Team Leader

Chandler Windham is a Mississippi native and Assistant Team Leader with GulfSAR. Over the past four years, he has quietly established himself as a calm, capable, and respected presence on the team—earning his leadership role through consistent performance, clear-headed decision-making, and a natural ability to lead under pressure.

Though his introduction to GulfSAR came through his wife, Miranda Windham, Chandler quickly built his own relationships within the team and felt compelled to join the mission firsthand. His decision to serve alongside his wife and friends was rooted in a deep desire to contribute to the greater good and give back to his community. From day one, Chandler proved he wasn’t just along for the ride—he was a leader in his own right.

Chandler holds all the necessary ICS and FAST1 certifications and a Merchant Mariner Credential, and is known for his thoughtful, steady approach in high-stakes situations. As a mentor, he has a unique ability to adapt his teaching style to suit the person he’s working with—making him especially effective at training and supporting newer team members.

He lives in Mississippi with Miranda and their two sons, and continues to lead by example, both on and off the water. GulfSAR is proud to have him among its leadership.

Scott Cowan

Scott Cowan joins GulfSAR in 2025, bringing with him decades of experience in emergency medicine, fire service, and military combat care. A proud Florida native, Scott has spent his life protecting the people and places he calls home. From the battlefield to the back of an ambulance, his commitment to service has never wavered.

Scott served as a U.S. Army Combat Medic (MOS 68W) and deployed to the frontlines during Operation Desert Storm. He rose to the rank of Specialist E-6 over ten years of service. Following his military career, Scott transitioned into the fire service, working as a firefighter and EMT-Intermediate with Volusia County Fire Services, where he was honored as Firefighter of the Year in 1989. He went on to serve as the first paid firefighter and EMT for the Town of Ponce Inlet and later retired from Lake County EMS after a 15-year career.

Though retired from EMS, Scott brings decades of field experience and a deep well of trauma knowledge to the team. As a member of GulfSAR’s Shore Team, he’s focused on sharing practical insights, and contributing to a culture where medics of all generations can grow together. His presence adds depth and perspective to the team’s medical response capabilities, and his steady, grounded approach will be a valuable asset during training and preparation.

Scott currently lives in Florida, where he owns and operates Scott’s Garage Door Service in The Villages. With a jovial personality and a lifelong protector’s heart, Scott is proud to bring his skills to GulfSAR and continue doing what he’s always done: helping others when they need it most.

Nathaniel Crawford

Born in Indiana, Nate spent much of his upbringing living and traveling abroad due to his parents’ careers, an experience that exposed him early to both cultural diversity and the harsh realities of natural disasters. Earthquakes, hurricanes, and moments of crisis weren’t abstract concepts—they were part of the landscape Nate grew up in. And over time, they shaped a deep-rooted desire to serve.

Nate eventually settled in Florida for college, earning a degree in International Business Finance with a minor in Homeland Security. His academic path reflected the same themes he experienced in life, with coursework in ICS Emergency Management, Behavioral Dimensions of Disaster, Critical Infrastructure Protection, and more. That combination of global perspective and focused education laid the groundwork for his interest in disaster response—and ultimately led him to GulfSAR.

Nate joined GulfSAR in 2024, after hearing about the impact and camaraderie of the team firsthand. He quickly established himself as a thoughful presence with a strong understanding of the systems that support emergency operations.

Giovanna “Gia” Fasanelli joined GulfSAR in 2024 and quickly made her mark with multiple Category 4 hurricane deployments in her first season. As both a rescue swimmer and boat engine mechanic, Gia brings a rare combination of field readiness and technical skill that has already proven invaluable to the team. Her commitment to serving not only the community, but her teammates, sets her apart as someone who leads by example—even without needing the title.

Like all GulfSAR team members, Gia is adept at operating across a variety of vessels—but she particularly thrives as the Primary Rescue Swimmer on Team Leader Brian Edwards’ specialized airboat team. Her calm presence, quick decision-making, and ability to adapt in the field have been instrumental during critical operations.

A native of Florida’s Gulf Coast, Gia grew up with hurricanes, floodwaters, and the realities of coastal life. She now resides in the Florida Keys, where she continues to expand her expertise as a 100T Master Captain and marine engineer. She is also a PADI Master SCUBA Diver Trainer, specializing in navigation, deep-water wreck diving, and rescue instruction. Gia holds a wide range of certifications including ERDI Ops, TEEX, FAST, FEMA ICS courses, and is an FCC-licensed Marine Radio Operator (MROP). She’s also an instructor for CPR, AED, and EFR courses. Her drive to grow doesn’t stop—she’s actively pursuing additional credentials to further strengthen her role on the team.

With a sharp mind for problem-solving and a heart for service, Gia brings both depth and reliability to GulfSAR. Her presence on the team is already making a lasting impact.

Zander Hall is GulfSAR’s lead Drone Operations Specialist, responsible for managing the team’s FAA compliance, flight planning, and unmanned aerial systems. Since joining GulfSAR, Zander has become a licensed drone pilot, acquired and outfitted the team with multiple drones, and helped integrate UAS technology into GulfSAR’s emergency response efforts. A Colorado native, he now lives in the Florida Keys, where his love for water and flight intersect daily.

Zander’s passion for rescue began early. At 16, he was kayaking the rivers of the Colorado Rockies when he took his first swiftwater rescue course. By 18, he was volunteering with his local fire department. While earning his degree in Aeronautics, Zander also volunteered with the Arizona Rangers, gaining valuable experience in law enforcement. Along the way, he earned his rotorcraft pilot’s license and instrument rating, followed by stints as an EMT and additional time in law enforcement.

Eventually, his path led to the ocean. Zander is now a full-time charter captain and owner of Lightly Salted Charters in the Florida Keys. But whether on the water or in the air, his focus remains the same: supporting rescue operations and advancing the capabilities of the team.

And where Zander goes, so does Bax, his loyal K9 partner and GulfSAR team member. Bax is a certified search dog and has joined Zander on multiple hurricane deployments, including Laura, Delta, Ian, and most recently, Milton. Together, they bring a rare combination of technology, field experience, and canine capability to the front lines of disaster response.

Zander and Bax continue to refine their skills and look forward to serving wherever the team is needed most.

Siddh’s journey with GulfSAR started with meeting a deep-rooted, humble, and compassionate member of GulfSAR: Scott Merriman.

That one sentence, provided by Siddh himself, perfectly reflects the heart he brings to the team. That was the one sentence he wanted as his bio. A resident of Southern California, Siddh stepped up during the wildfire crisis in his community in January 2025—volunteering every day for weeks to ensure families had access to clean water, food, diapers, cleaning supplies, and hot meals. It was through this selfless work that he met GulfSAR’s Scott Merriman, whose example inspired him to learn more and ultimately join the GulfSAR team.

Since then, Siddh has completed GulfSAR’s winter training, earned his FAST1 certification, and now holds additional credentials in ICS 100, 200, 700, and 800, as well as TEEX Swiftwater Awareness. GulfSAR leadership has been consistently impressed by his humility, eagerness to learn, and quiet dedication to serving others—qualities that make him a standout among even the most seasoned team members.

Siddh is preparing to begin a career in the United States Army, carrying his commitment to serve into the next chapter of his life. As his time with GulfSAR continues, his impact is already felt—and his journey with this team is just beginning.

Byron Mendez

Byron Mendez is the currently the youngest member of GulfSAR, bringing a remarkable level of focus, professionalism, and training to the team. A native of Northern New Jersey, Byron began his community service journey at just 16 years old when he joined his local fire department. There, he quickly expanded his capabilities, becoming an interior firefighter and completing advanced training in rope rescue, Rapid Intervention Crew (RIC), and Rescue Task Force operations through Morris County.

Currently based in Florida, Byron is a student at Embry-Riddle Aeronautical University, where he is pursuing a degree in Aeronautics and is actively involved in ROTC. He recently earned his FAST1 certification and has completed all of his FEMA ICS coursework—further strengthening his foundation in emergency response.

Byron brings a unique blend of youth, discipline, and hands-on experience to GulfSAR. His eagerness to learn, paired with a deep-rooted desire to serve, makes him a valuable asset to the team.

James Moffatt

James Moffatt

James Moffatt is a combat veteran and proud West Virginia native, hailing from Winfield—where he grew up alongside GulfSAR team member Brandon Blankenship. He joined GulfSAR in 2025, and the team is honored to welcome his leadership, experience, and unwavering commitment to service.

James served as a Jumpmaster in the 82nd Airborne Division and deployed as a squad leader to Khowst Province, Afghanistan. He completed his military career as a Platoon Sergeant in the 1st Cavalry Division, where he deployed to Talil, Iraq. Throughout his military service, he earned numerous distinctions, including induction into the prestigious Sergeant Audie Murphy Club, graduation from Air Assault School, and the David L. Clark Leadership Award.

Following his military service, James earned his degree from Texas A&M University and now works as a Financial Controller in the steel industry. In his free time, he volunteers as a local wrestling coach and enjoys playing golf across the country.

James lives with his wife, Darcey, and is a proud father to Jefferson, Rosie, and Reagan. Guided by the principle of selfless service, he brings a mission-driven mindset and strong leadership to GulfSAR—ready to support those in need when it matters most.

Ahrad Nathan

Ahrad Nathan is a California native currently living in Florida, where he is enrolled in a postbaccalaureate program and actively interviewing with medical schools. With thousands of hours spent working as an EMT, Ahrad is building a career rooted in both science and service—grounded in real-world experience and a deep desire to help others.

That drive was on full display during Hurricane Idalia, when Ahrad finished an overnight EMS shift, heard the team was nearby, and immediately called to ask one question: “Where are you?” He drove straight to the deployment site and got to work without hesitation—a true reflection of his dedication and heart for service.

In addition to his NREMT certification, Ahrad also holds FEMA ICS certifications, EVOC, and CPR/BLS credentials. Outside of the classroom and the ambulance, he trains in martial arts, focusing on boxing, Muay Thai, and Brazilian Jiu-Jitsu—a discipline that mirrors his approach to emergency response: focused, resilient, and always prepared.

Ahrad’s commitment to the mission, even while balancing the demands of academic and clinical work, makes him a standout member of the GulfSAR team—and a future physician who will carry those values forward.

Ross Shipley

Ross Shipley is a former active-duty U.S. Coast Guard Boatswain’s Mate and now a member of GulfSAR entering his second year with the team. Currently living in Florida, Ross brings a strong maritime background, sharp technical skills, and a deep commitment to service—especially when disaster hits close to home.

During his time with the Coast Guard, Ross was stationed in Kodiak, Alaska, where he conducted a wide range of operations in some of the most remote and challenging conditions in the country. His daily responsibilities included inspecting and maintaining 38’ Special Purpose Craft, conducting search and rescue (SAR) operations, working with helicopter crews, and deploying statewide to maintain and repair aids to navigation—many accessible only by air.

Ross holds certifications including USCG Boat Crew Qualification, Helicopter Hoist Operations, Aids to Navigation Positioning, SAR, HAZMAT/Hazwoper, SCUBA (with over 100 logged dives), CPR/First Aid, and ICS 100, 200, 700 & 800, and FAST1 Certification. He’s also an experienced drone operator, adding another layer of capability to his response profile.

Since leaving military service, Ross has remained committed to the mission of helping others. His desire to return to SAR work led him to GulfSAR, where he now stands ready to deploy when disaster strikes—especially in his home state of Florida.
